If you are talking about thumbnails in the timeline at the bottom of the screen, position your cursor over the desired thumbnail image, click and hold down the left mouse button, then drag the thumbnail to another location in the timeline and release the mouse button.
You should also be able to select the thumbnail, then CTRL+X, then select another thumbnail in the timeline, and CTRL+V to paste the thumbnail after that other thumbnail.
If either or both of those methods are not working properly, you may want to raise a ticket to discuss the problem with customer support.
