In version 3, paying users can publish to sho.co by clicking the clicking the (somewhat vague, unintuitive) triangles icon on the "create and share video" menu. You can see it at 1:32 in the following video: https://youtu.be/4JIS3uz2I_Q?t=92
In version 2 the red button to "share video online"
