Can videos created with VideoScribe be used for television broadcast purposes? What is the best format to retain quality?

Nothing stopping you using them as they can be use for your own commercial purposes. If you are an agency selling the finished product then you would need to have an active subscription at the point of sale. 

With regards the quality we have 1080 HD output and up to 50fps with the subscription product.
