Yes.
Paying members can "render" (also called "export" or simply called "save") their scribes as MOV or AVI or WMV videos on their computers (and to powerpoint, facebook, and youtube). Free members can ONLY render their videos directly to powerpoint,  youtube, and facebook (in one size).

Just to avoid future confusion, "download" means something more like "copy data from a remote device to your local device, typically over the Internet."  and that is something different.
