Can videoscribe export mp4 video? Yes. (Paying) users can render video to sho.co and then download the video as an mp4 file. I assume that mp4 would be compatible with html5 but I don't know for sure.

Can you take a videoscribe video and use a video converter to convert it into a format compatible with HTML5 coding. Probably.
