I added text to a callout and on the canvas its featured as one image but when I play the scribe the call out and the text come in as two separate images.  How do I get the text to lock to the image and play as one image??

You need to set the same camera position for both images. To do this adjust the camera to the desired position, select both the images by holding ctrl/cmd and clicking on them with the mouse. Then click the set camera icon in the bottom right corner . You will then probably want to open the element properties of the callout image and set the transition and pause times to zero.
